PR Verification - Assemble vs Compile
This may have only been a consequence of our CI having slow Disk I/O, but I found that most developer changes could be validated with just compile instead of a full assemble, which saved ~4 min at the time.
Interestingly, our espressoCompile step already runs compile as one of its dependent tasks, so potentially we could skip that step entirely if the conditions were met.

I ran the idea past Inaki

He had some reservations about it, but ultimately suggested just cloning the step and observing it for a while.
